Static renditions can no longer be accessed with a DRM playback policy

Previously, static renditions could be accessed using a DRM playback ID. As static renditions don't have DRM, we have locked this down.

If you still want access to static renditions on these assets, you can give your asset a DRM playback policy and a signed playback policy. Your static renditions will remain available via the playback ID with the signed playback policy.
