Mux Video self-service pricing has been improved

Mux Video's pricing has been improved:
- Encoding down ~22% for plus and premium quality levels (VOD and Live)
- Storage down ~23% for basic assets, with basic and plus storage pricing now aligned
- Delivery down ~17% on average across all resolutions
- Free delivery minutes now work across all resolutions and qualities (not capped at 1080p)
- Cold storage now enabled by default, and works for assets with static renditions (MP4s)
- Static renditions are now an optional paid add-on at all video quality levels
All self-service customers automatically receive these benefits on their next invoice.
